SmartHub™ uses a cloud-based message delivery system capable of sending emails or text messages to customers based on preferred subscription choices. This program will allow customers to access their account information, monitor and track billing and payment information, send various messages to Polk County RPPD, report and be kept current on outage information.  

The Call Capture Secure pay program allows you to use an (Interactive Voice Response) IVR system.  When you call 1-844-859-5977 you will be prompted to make payments, store your information and do all this in a highly secured method that enhances the security of your financial information and meets PCI (Payment Card Industry) standards. When using this feature, please listen to prompts in their entirety before responding.

If you do not wish to use an automated system, payments may be made by check, money order or cash.

All checks will be electronically processed.  When we use information from your check to make an electronic funds transfer, funds may be withdrawn from your account the same day we receive your payment, and you will not receive your check back from your financial institution.  Checks are no longer returned to your bank, but destroyed on site.

Credit card payments work well for some customers. Automatic bank payment is a very attractive means of payment preferred by many customers.   This works very well for customers who travel a lot (ex:  truck drivers and customers that go south for the winter). If one of these days would fall on a holiday or weekend; your payment will be processed the next business day.

Drop Box Sites
Drop box centers are located at the main office (115 W 3rd Street) in Stromsburg and in each of the communities of Clarks, Osceola, Shelby and Silver Creek.  Please do not put cash in these boxes.

Payments are collected from the boxes on Monday, Wednesday and Friday mornings and everyday in Stromsburg.  If you receive a disconnect notice and are nearing the shut off day, when you place your payment in the box, please call and inform us of this payment.  Interruption of service and additional fees may be avoided by a simple phone call.

Budget Billing
All monthly residential customers who have at least twelve months history and favorable credit with the District are eligible for budget billing.  A monthly budget amount will be figured based on the previous twelve months consumption.  Budget billing gives us an average of what your total monthly bill would be allowing us to set a specific amount that may be paid throughout the year. If you reside in a rental property, the budget billing plan must be approved by the landlord per district policy.
